Info for the General Public
Residents are required to remove snow and ice from the city sidewalks directly adjacent to their property within 12 hours of the time the snow has stopped falling. If the storm has stopped during the night, then within 12 hours of the sunrise of the following day. See Ogden City Code 7-2-8 for more detail
It is unlawful to place snow removed from private property into the public way. Put plainly, it is illegal to shovel, push or snowblow ice or snow into the street or sidewalk from a driveway or other private property location. Those doing so are at risk of being cited. See Ogden City Code 7-2-8 for more detail
State Roads, City Streets and Private Streets are all cleared by different plows. Please see the map on the City & State Roads page to determine who owns the road you are inquiring about.
- State Roads are plowed and maintained by UDOT
- City Streets are plowed and maintained by Ogden City Public Services
- Private Streets and Lanes are usually maintained by a private plow service contracted by the owner or HOA.
Ogden City crews will clear snow from priority roads first. Priority roads include:
- Routes leading to Hospitals
- Routes leading to Schools
- City-maintained heavily traveled roads
- Intersections
- Slick hills and dangerous curves
When those areas are cleared, side streets are completed.
City workers try to have all roads cleared within 15 hours unless the storm is prolonged. Then, priority roads take precedence and other streets (residential and dead-end streets) will be cleared when conditions allow.
- No street parking is permitted during snowfall or when snow removal operations are apparent or imminent.
Exemptions for Certain Properties:
- Properties without a driveway approach are exempt.
- State roads are exempt from the street parking restrictions.
- The Mayor or designee can grant exemptions for streets with insufficient off-street parking.
Snowbound Vehicles:
- Abandoned vehicles on the street due to snow must be relocated within 48 hours or will be subject to impound.
Please see Snow Removal on the Streets & Sidewalks page for detailed information, including areas exempted from parking restrictions.
Trees in the Park Strip (City Right-of-Way)
Trimming, removing or planting trees in the City Right-of-Way can only be done with prior approval from the Urban Forester (801-629-8369). Unauthorized removal of trees from the City Right-of-Way may lead to penalties and fines.
Tree Trimming Services
Tree Trimming contractors are required to pull a Right-of-Way permit in most cases for having "Equipment in the Right-of-Way", such as cranes, chippers, etc. Occasionally, depending on crane placement and size, the road will need to be closed. This will require a traffic control plan drawn to MUTCD standards. Usually barricade and traffic safety companies will produce this plan for a fee.
Working in the Right-of-Way WITHOUT a Permit:
Contractors found working in the right-of-way without a permit are given a STOP WORK order and assessed a $600 fine. They are able to resume work after the fine has been paid, they have obtained a Right-of-Way Permit, and they have met with the Engineering Inspector.
Large road or utility project
Scheduled road closures include road construction and utility replacement projects. These are larger projects that will disrupt traffic for up to several weeks at a time. For more information on scheduled jobs, please see the links below:

Utility Repair jobs
These are smaller jobs that usually only take a day or two at the most, and often involve digging in the yard and/or cutting into the road to repair water, sewer or storm drain pipes and connections. These jobs must be done by licensed contractors who have been issued a permit from Ogden City Engineering.
The road will be closed on most jobs involving a road cut. These jobs are done during business hours, Monday through Friday, as all of these jobs must be inspected by a city Engineering Inspector.
Utility Main break
If a utility main (water, sewer or storm drain) ruptures, leaks or collapses, city crews will move quickly to resolve the problem. This will involve closing off the affected section of road and excavating to repair or replace the damaged pipe. These jobs can take place at any time and usually take anywhere between several hours to a few days to resolve.
The City or the contractors working on the job will set up traffic control, which will include detour information during the time of closure.
State Roads, City Streets and Private Streets are maintained by different agencies. Please see the map on the City & State Roads page to determine who owns the road you are inquiring about.
- State Roads are maintained by the Utah Department of Transportation (UDOT). If your vehicle was damaged on a state road, you would file a claim in one of three different ways:
- Filling out an online claim form
- Through the "UDOT Click & Fix" service
- By calling 801-887-3700
- City Streets are maintained by Ogden City Public Services. To report street damage and potholes, please call 801-629-8271. If your vehicle was damaged on a city road, please contact Ogden City's Risk Management Coordinator at 801-629-8075
- Private Streets, Lanes and Parking Lots are usually maintained by the property owner or their designated management service.
